What You Need to Know for Import of Animal Feed for Food-Producing Animals

Businesses that want to import animal feed for food-producing animals (e.g. live chickens and fish) must register with SFA and obtain a Cargo Clearance Permit (CCP) issued by Singapore Customs for each consignment.

      What is animal feed?

      Animal feed is food for animals, including feed for livestock and aquaculture.

      • Livestock feed is for goats, pigs, cows, sheep, and poultry, such as ducks and chickens. Its components include whole or processed feed, premixes, fish meal, raw ingredients, and additives.

      • Aquaculture feed is for aquatic animals, such as food fish and crustaceans.

      Pet food is not animal feed.

      Why is the import of animal feed for food-producing animals regulated?

      Animal feed may become contaminated at any stage of the feed supply chain (e.g. when feed is manufactured, imported or transported). This could pose significant food safety risks that affect the local food supply chain.

      For example, food-producing animals that consume contaminated feed could be infected with food-borne illnesses that can endanger the health of consumers, and disrupt the farm’s production. 

      By regulating animal feed for food-producing animals, SFA reduces food safety risks and safeguards our local food supply.

      Who is allowed to import animal feed into Singapore?

      Businesses that want to import animal feed for food-producing animals must have:

      1. Registration to Import Animal Feed

      2. a Cargo Clearance Permit (CCP) issued by Singapore Customs for each consignment, which incorporates SFA’s requirements

      Can I import animal feed that uses genetically modified crops?

      You can import animal feed that uses genetically modified crops that are approved for use in animal feed.

      SFA maintains a list of genetically modified crops that are approved for use in animal feed.

      Can I import insects and insect products as animal feed and/or livestock feed and aquaculture feed containing insects?

      Animal feed containing insects imported into Singapore must meet the Import conditions for Import of Insect and Insect Products into Singapore. This includes animal feed containing insects which are imported for research purposes (for food producing animals).

      As the insect industry is nascent and insects are a new type of food in Singapore, SFA has developed the insect regulatory framework. The framework establishes guidelines for insects to be approved as food.

      To import insects and insect products as animal feed, you must register with SFA to import the products.

      The Harmonised System (HS) and product codes for insects and insect products for animal feed can be found in the Product codes for livestock and animal products.

      The overseas insect processing establishment from which the insects and insect products (for animal feed) are sourced from must be registered with SFA.

      All applications for registration must include supporting documents such as regulated source documents and Food Safety Management System/Hazard Analysis Critical Control Points (HACCP). This is a one-time registration. Please register by filling in the online form.

      To facilitate import clearance, importers of insects and insect products (for human consumption and as animal feed) are required to:

      • use the correct HS and product codes when applying for their permit
      • enter the specific establishment code of the insect processing establishment in the ‘CA/SC Code 1’ field in TradeNet
      • attach the required health certificate

      How do I register with SFA?

      Before you register to import animal feed, you need to fulfil some general requirements. For instance, it is mandatory for you to be registered with ACRA and activate your UEN with Singapore Customs. In addition, you must set up a GIRO arrangement with SFA.

      Before you register, ensure that the animal feed complies with SFA’s requirements.

      Animal feed sold in Singapore must be packaged and labelled in English, with the following information indicated on the packaging:

      • name and address of the manufacturer
      • list of ingredients used in the animal feed
      • date of manufacture and expiry date
      • the feed’s guaranteed analysis that the ‘complete and balanced diet’ meets internationally recommended nutritional standards

      For animal feed using genetically modified crops, the crops must be in the List of approved Genetically Modified Crops for use as animal feed in Singapore.

      You will need your CorpPass to log into the GoBusiness portal to apply for the Registration to Import Animal Feed. If you do not have a CorpPass account, refer to the CorpPass Guide for setup instructions.

      Log into the GoBusiness portal and submit your Registration to Import Animal Feed.


      This is a one-time registration with no registration fees.

      Complete applications are processed within 1 working day. You will be notified via the GoBusiness portal.

      How do I apply for a Cargo Clearance Permit (CCP)?

      Follow the steps below to apply for a CCP.

      When applying for your CCP, you will need to enter the product/HS code of your product accurately. HS codes classify and identify food or food products, as well as animal feed for import and export purposes.

      You can use the Product Code Search Tool to look up product/HS codes.

      You will need to submit the following documents when applying for your CCP:

      • health certificate for SFA-approved animal feed containing meat
      • manufacturer’s declaration stating the product does not contain meat/meat products and is intended for animal consumption
      • ingredient list or product composition
      • invoices or packing list
      • bill of lading/airway bill

      You must apply for a CCP through TradeNet for each consignment of animal feed.

      The CCP is equivalent to an SFA import permit. Animal feed consignments with a valid CCP are allowed to be imported.

      To avoid delays in processing your CCP, ensure you enter the correct HS codes from Step 1 and attach the supporting documents from Step 2 to your application.

      Once your application is processed, you will be notified through TradeNet to make payment for the CCP.

      For applicants with a GIRO arrangement with SFA, we will deduct the fees payable to SFA via GIRO.

      Once your CCP is approved, you can proceed to import the consignment of animal feed. You can log into TradeNet to print a copy of the CCP if you require it for checkpoint clearance.
